When you need to authenticate a vital record  (birth/death certificate, marriage or dissolution of marriage  certificate, etc.), first you should get a certified copy of the record  from the county clerk, local registrar or Illinois Department of Public  Health / Vital Records Division. Divorce decrees must be a certified  copy from the circuit clerk of the court where the divorce was granted. Do not notarize these types of documents.

Documents that need to be translated must  be notarized on the translated document which must be signed by the  translator in the presence of the notary. The original document would  then be submitted along with the notarized translation for  authentication.

When a transcript or diploma needs to be  authenticated for use in another country, the authorities in those  countries typically require students’ records to first be certified by  the school or university and then authenticated by the state. To do  this, the applicant must have the person in charge of the records, which  is usually the Registrar or Principal, certify and sign the record with  a Notary Public present who notarizes that statement. The notarized  transcript or diploma can then be apostilled by a certified  professional.
